Ἰσραὴλ τοῦ θεοῦ ("the Israel of God") is one of the most contested phrases in Paul. The conjunction καί ("and") can be read additively — peace and mercy upon gentile believers AND upon Jewish believers/ethnic Israel — or epexegetically: "upon all who walk by this rule, that is, the Israel of God," equating the new-creation community with true Israel. The FOG preserves the Hebrew texture with "shalom" and "covenant-mercy" (ἔλεος carrying the weight of hesed), leaving both readings open; the FOG Message renders it plainly, with the tension held here.
