Now it is clear that no one is declared righteous before God by the Torah, because, "The righteous shall live by faith."

The Habakkuk 2:4 quotation (ὁ δίκαιος ἐκ πίστεως ζήσεται) contains a structurally ambiguous prepositional phrase: ἐκ πίστεως ("by faith") can modify either "righteous" (yielding "the one who is righteous-by-faith shall live") or "shall live" (yielding "the righteous one shall live by faith"). The F.O.G.M attaches it to the verb, foregrounding the manner of living; the F.O.G attaches it to the adjective, foregrounding the basis of one's covenant standing. Both are grammatically and theologically defensible, and both serve Paul's overall argument.
