The Persian king here acknowledges Yerushalayim's imperial past — a likely reference to the dominion of David and Solomon (1 Kgs 4:21, 24). Ironically, the king invokes the very greatness of Yisra'el's anointed monarchy as the reason to fear her restoration. The three fiscal terms (*mindah, belo, halakh*) recur from v.13, tying the historical claim to the economic threat. FOG Message makes the regal power vivid with 'powerful kings.'
