The dramatic pivot of v. 17 moves from judging corrupt shepherds to judging within the flock itself. *'Elim* (rams) and *'attudim* (male goats) denote the dominant, powerful members of the community who exploit the vulnerable around them. This inner-flock tribunal becomes the explicit template for Yeshua's/Jesus's parable of the sheep and the goats (Matt. 25:31–46), where the Son of Man sits on His throne separating the nations using precisely this Ezekielian vocabulary and logic.
