Footnotes
The image of passing 'under the rod' (tachat hashevet) is a pastoral idiom: the shepherd's rod was used to count and inspect the flock as each animal passed beneath it (Lev. 27:32; Jer. 33:13). Every tenth animal was taken as tithe—those passing under the rod were assessed, sorted, and claimed. YHWH as shepherd-king will inspect His returned people, separating the faithful from the rebels (v.38). 'The bond of the covenant' (masoret habrit) is a unique phrase: masoret can mean both binding obligation and handed-down tradition—the covenant is simultaneously a constraint and a gift. FOG renders 'bond' to preserve the ambiguity; FOG Message uses 'binding' to draw out the covenantal commitment demanded of the returning community.
