The phrase כְבַד-פֶּה וּכְבַד לָשׁוֹן (kaved peh u'kved lashon), literally "heavy of mouth and heavy of tongue," is a Hebrew idiom of uncertain specificity—it may indicate a stammer, a speech impediment, or simply a lack of rhetorical polish. Both versions preserve the literal phrase for its cultural weight. YHWH's response in v.11 is not to heal Moses but to appoint Aaron alongside him, suggesting the issue is social inadequacy before powerful audiences rather than physiological incapacity.
