The phrase קְשֵׁה-עֹרֶף (qesheh-oref) is a vivid idiom meaning "hard of neck" — the image of a draught animal that refuses to yield to the yoke or the goad. English "stiff-necked" captures it well and both versions retain it. YHWH's stated concern — that He might "consume" them en route — underscores that His holiness and Israel's sin cannot long coexist; His presence among them is both gift and peril, a tension that drives the entire chapter.
