"Har ha-Elohim" (mountain of Elohim/God) is designated as such before any theophany occurs, already anticipating v.12's promise that Yisra'el will worship on "this mountain." The dual names Horev and Sinai appear to refer to the same location in different textual traditions — Horev dominates Deuteronomy; Sinai dominates Exodus and Numbers.
