ξένοι (strangers) and πάροικοι (resident aliens) were legally distinct categories in the ancient world: a ξένος was a foreign visitor with no established standing; a πάροικος was a long-term resident who lived within the community but lacked citizenship rights. The contrast with συμπολῖται (fellow citizens) and οἰκεῖοι (household members) traces a movement through escalating levels of belonging — from excluded outsider, to tolerated resident, to full citizen, to family member.
