*He'emarta* (הֶאֱמַרְתָּ, v.17) and *he'emirkha* (הֶאֱמִירְךָ, v.18) are Hiphil forms of *amar* (אָמַר, 'to say'), appearing in this causative form only here in the entire Torah. The Hiphil implies 'to cause to declare' or 'to formally designate by oath.' The bilateral exchange across these two verses is therefore a covenant ratification ceremony: Israel publicly designates YHWH as their God; YHWH publicly designates Israel as His treasured people. This mirrors ancient Near Eastern vassal-treaty language — a sworn mutual declaration that creates binding obligations on both parties. FOG uses 'declared' to preserve the formal legal register; FOG Message uses 'pledged' to emphasise the covenant-oath intimacy. No single English word fully captures this reciprocal, legally constitutive act.
