This brief notice (cf. Num. 33:31–32) interrupts Moses's first-person autobiographical account, shifting suddenly to third-person narration. Its placement here — between the account of the second tablets and the setting apart of the Levites — marks a pivotal transition: the old priestly generation passes and the covenant order is renewed. The site name differs from Numbers 20 (Hor ha-Har), possibly reflecting a telescoped or variant itinerary tradition.
