דִּינָא יְהִב לְקַדִּישֵׁי עֶלְיוֹנִין (dina yehiv l'qaddishe elyonin) — "judgment was given to/for the holy ones of the Most High" — is deliberately double-edged. The preposition לְ can mean "in favour of" (the verdict rendered on their behalf) or "to" (judicial authority delegated to them, cf. Rev 20:4). Both versions render the first sense — the Ancient of Days adjudicating in the holy ones' favour — but the second reading (the holy ones themselves enthroned as judges) hovers just beneath the surface and becomes explicit in v.27.
