Λιβερτίνων is a Latin loanword (libertini, freed slaves or their descendants), almost certainly referring to descendants of Jews enslaved by the Roman general Pompey in 63 BC who were later freed and returned to Jerusalem, maintaining their own synagogue. Crucially, Κιλικία (Cilicia) is the home province of Saul of Tarsus—Luke may be quietly planting a clue that Saul was present in this very debate, anticipating his appearance at Stephen's stoning in 7:58.
