συνεχύθη — Babel reversed: The verb συγχέω ('to throw into confusion') is the same root used in the LXX of Genesis 11:9 for the confusion at Babel (συνέχεεν κύριος). Luke almost certainly intends the echo: at Babel, Elohim scattered the nations by confusing their language; here, the Ruach undoes the curse — every nation hears in their own tongue. The bewilderment is real, but its cause is the opposite of Babel's.
