τῇ ὡρισμένῃ βουλῇ — the fixed plan: βουλή is deliberate counsel and ὡρισμένῃ (from which we get 'horizon') means bounded and determined. This is the strongest possible language for divine sovereignty — the crucifixion was no accident. Yet human culpability is asserted in the same breath: 'you killed him.' Luke holds divine foreordination and human responsibility together in a single sentence without dissolving the tension.
