The *Millo* (מִלּוֹא) derives from the root meaning 'to fill,' and most likely refers to a terraced fill structure or stepped-stone retaining wall that supported construction on the steep eastern slopes of the City of David. Archaeological excavations have uncovered a monumental 'Large Stone Structure' in this area (10th century BCE) that may correspond to this feature. The Millo recurs in the building programmes of Solomon (1 Kings 9:15) and Hezekiah (2 Chron. 32:5), marking it as a defining civic structure of Jerusalem for centuries. FOG and FOG Message both retain 'Millo' as a technical proper term.
