The chapter ends where it began—a people who are almost-faithful but fundamentally divided. The final 'to this day' (v. 41) closes the bracket opened in v. 23, forming a literary inclusio around the Samaritan settlement narrative. 'As their fathers did, so they do' echoes the generational inertia of the Exodus wilderness generation—inherited apostasy locked in place across time. For the New Testament reader, this chapter is the essential background to John 4: the Samaritan woman at the well draws on precisely this divided heritage, and Yeshua's offer of 'living water' is nothing less than the covenant faithfulness 2 Kings 17 mourns as catastrophically and generationally lost.
