The golden calves at Beit-El and Dan were instituted by Yarov'am at the kingdom's division (1 Kings 12:28–29), deliberately echoing the wilderness golden calf (Exod. 32) while claiming to represent 'the gods who brought you up from Egypt.' Unlike outright Ba'al worship, these calves were a syncretistic rival *within* Yahwism — politically indispensable as the north's religious identity apart from the Yerushalayim temple. Yehu's partial reform exposes him: his zeal was fierce enough to destroy a foreign god, but not deep enough to dismantle the nationally convenient idolatry that kept him in power.
