ἀμεταμέλητον (ametamelēton) deliberately echoes μεταμέλομαι from v.8: the fleeting emotional regret Paul had is now contrasted with the irrevocable, never-to-be-regretted quality of the salvation wrought by true repentance. Grammatically, the adjective can modify either "repentance" (a repentance one never regrets) or "salvation" (a salvation that brings no regret) — FOG connects it with "repentance" while FOG Message applies it to "salvation"; both readings are linguistically valid, and this deliberate ambiguity may be part of Paul's design.
