The three peoples listed form a coalition of North African forces. The *Lubim* (Libyans) appear frequently in Egyptian military records. The *Sukkiyyim* (סֻכִּיִּים) are mentioned only here in the Hebrew Bible and remain uncertain—possibly Libyan sub-groups, Shasu nomad mercenaries, or a Semitic auxiliary force; the identification is unresolved. The *Kushim* are Nubians from the Nile region south of Mitzrayim. The breadth of this coalition signals this as YHWH's instrument of judgement on a geopolitical scale, not merely a regional raid.
