εἰρήνη καὶ ἀσφάλεια ("peace and security") almost certainly echoes the Roman imperial slogan pax et securitas — the propaganda of imperial stability and protection. Paul's readers in Thessalonikê, a Roman colony and proud loyal city, would have heard this as a piercing critique of Rome's hollow promise. FOG renders εἰρήνη as "Shalom" to invoke its Hebrew register of genuine covenantal wholeness, set in deliberate contrast to Rome's counterfeit.
