YHWH's verb for Saul's role is *ya'tzor*—to restrain, hold in check, govern. The narrator conspicuously avoids *malak* (to reign as king) or *shaphat* (to judge). *Ya'tzor* carries connotations of restraint and control, and introduces an ironic shadow over Saul's entire story: the man called to restrain Israel will prove unable to restrain himself. FOG renders it 'govern'; FOG Message uses 'rule'—both capture authority while leaving the word's ominous ambiguity intact.
