ἡ συνεκλεκτή ('the co-chosen one') is a feminine singular participle — grammatically it could refer to a specific woman or, as most scholars hold, to the church community (ἐκκλησία being feminine) at Peter's location, chosen alongside the recipients. Βαβυλών (Babylon) is almost certainly a cipher for Rome — a convention shared by Revelation 17–18, 4 Ezra, and other Second Temple texts that identified the current oppressive empire with the ancient Babylonian one. F.O.G retains 'Bavel' and 'co-chosen' for its covenantal strangeness; F.O.G Message spells out 'the church' and 'Babylon' for clarity.
