Two terms deserve unpacking. *Mas* (מַס) denotes a conscripted labour levy—not merely taxation but the compulsory service of a subject population, a practice common across the ancient Near East and one that will later fuel the revolt under Rehoboam (1 Kings 12). The *Millo* (מִלּוֹא) derives from *male'* (מָלֵא), 'to fill'—most likely a terraced earthwork or stepped-stone structure in Jerusalem that expanded its buildable area and shored up the ridge's topography. Referenced under both David (2 Sam. 5:9) and Solomon, the Millo represents foundational civic infrastructure beneath the spiritual grandeur of the temple. FOG retains 'forced levy' and the Hebrew proper noun *Millo*; FOG Message renders 'forced labor' and likewise keeps *Millo* as a recognised proper name.
