"The third year" — by Luke 4:25 and James 5:17 the total drought was three and a half years; this is the third year of Eliyahu's sojourn in Tzidon, not necessarily the drought's own third year. "The face of the ground" (*p'nei ha'adamah*, פְּנֵי הָאֲדָמָה) deliberately echoes Gen. 2:6, where mist first rose upon the ground — YHWH's coming rain is framed as a new-creation act, life returning to a death-parched world. FOG preserves the earthy *adamah*; FOG Message renders "land" for natural flow.
