Sha'ul distinguishes between being Yehudi — his irreducible ethnic and covenant identity, never denied (cf. Romans 11:1; Philippians 3:5) — and being 'under Torah' as a soteriological category, meaning Torah understood as the ground of one's standing before Elohim. His claim of not being 'under Torah' is not an abandonment of Jewish practice (cf. Acts 21:24) but a declaration that Torah-observance is no longer the basis of his righteousness before God.
