They were told that they should not hurt the grass of the earth, neither any green thing, neither any tree, but only those people who don’t have God’s seal on their foreheads.

(4) They were told not to hurt the grass of the land nor anything green, nor any tree except mankind who didn't have the deal of אֱלֹהִים Elohim on their foreheads.

[4] These creatures received specific instructions: they were forbidden to damage any vegetation—unlike natural locusts that devour crops. Instead, they could only torment people who lacked the protective seal of God on their foreheads—those who had rejected divine authority and protection.
