Tongues, then, are a sign, not for believers, but for unbelievers. Prophecy, however, is for believers, not for unbelievers.

(22) So then tongues are for a miraculous-sign, not to those who believe but to unbelievers and prophecy is not for unbelievers but to those who believe.
