(32) Because The אֱלֹהִים Elohim-God has imprisoned all in rebellion so as to show mercy to all.

[32] For God has bound everyone over to disobedience so that He may have mercy on them all.

for God did shut up together the whole to unbelief, that to the whole He might do kindness.
