Therefore the LORD has kept the calamity in store and brought it upon us. For the LORD our God is righteous in all He does; yet we have not obeyed His voice.

Therefore has Yahweh watched over the evil, and brought it on us; for Yahweh our God is righteous in all his works which he does, and we have not obeyed his voice.

So יהוה (Yahweh) has watched over the evil, and brought it upon us. Yes, יהוה (Yahweh) our God is righteous over all His works which He has done, but we haven't listened to His voice.
